According to the National Register nomination, the Westmoreland Historic District encompasses Houston’s first planned, elite residential neighborhood. Platted in August 1902 as a 44-acre subdivision of the Obedience Smith Survey, the 12 block addition was located in open countryside at the southwest corner of the city of Houston.
